Color data is derived, not hand-counted: each flag's SVG palette (fill, stroke, and gradient-stop colors) is extracted and bucketed into color families by hue and lightness. This counts declared palette colors, not pixel coverage; tiny emblem details count the same as a full stripe.
Because a flag is counted once per color family it contains, the percentages add up to well over 100%: most flags use three or four families. A flag using two shades of the same blue counts as blue once.
